Mr. Acme is the technician and weaponsmith whom Vinnie employed to build "Mr. Carter" for him ("Vendettas").

Real World Background
Mr. Acme's name is a reference to Acme, the supplier for various pieces of (unreliable) roadrunner-catching equipment used by Wile E. Coyote in Warner Bros. cartoons.
He also has a strong resemblance to the Marvel Universe villain, The Tinkerer, an aged small time inventor/armorer of supervillains.
