The photographer.

The photographer was doing a photo shoot with the swimsuit models when Goliath, Wolf, and Fox crashed through the ceiling. When the blue swimsuit model was taken hostage by Fox, the other two swimsuit models fled. Without thinking, the photographer continued to take pictures, capturing Fox and Wolf's crime on film. ("The Thrill of the Hunt")

The photographer later saw Vinnie walking down the street with Mr. Carter. ("Vendettas")
