Cyberbiotics Commander
The Cyberbiotics Commander ran security in Cyberbiotics underground research facility. In October 1994 he and his men briefly captured Hudson right outside the facility. Thanks to Bronx's intervention, however, Hudson escaped, stealing a data disc for David Xanatos.
The research facility was shortly abandoned, and the whereabouts of the commander are currently unknown.
