Quincy Hemings is the Chief Steward at the White House and one of the two Number Twos of the Illuminati.
History
On Halloween, 1996, Mr. Duval arranged for David Xanatos to attend a ball at the White House ("Invitation Only" & "Masque"), so that Quincy could meet him and give him his first real assignment.
While at the White House, Quincy told Xanatos that he has been on the White House staff since the administration of Theodore Roosevelt, and he has held his current position since the Lyndon B. Johnson administration. Indeed, Quincy became Chief Steward the day after John F. Kennedy was assassinated. If those claims are indeed true, it is more than likely that Quincy is well over one hundred years old by 1996, giving more credence to the idea that the Illuminati provides its more senior members access to longevity agents ("Bash").
Tidbits
While writing for the comic book, Greg Weisman mentally casts new characters so he can hear a voice. For Quincy, his actor of choice is Morgan Freeman.
