The White Council is an organization, described as something akin to a "shadow cabinet". Its headquarters are currently in Bermuda, but it reportedly moves about. According to one of its members, Monsieur Le Maire, Shahrizad is currently assigned with infiltrating their enemy, the Illuminati.

The White Council shares its name with the White Council from J.R.R. Tolkien's The Lord of the Rings (1954-55); the original White Council in his work was a gathering of Elven leaders and wizards (Gandalf and Saruman) seeking to prevent Sauron from seizing control of Middle-earth.
