The Chief of Police is, as of yet, an unnamed sworn officer of the New York Police Department.
History
According to Matt Bluestone, when the Gargoyle Taskforce was established in October 1996, the Chief was still working with the Mayor in determining the Taskforce's budget. When Halcyon Renard anonymously donated money and resources to the GTF in May 1997, it was an amount far more than what the Chief (or the Mayor) had ever seen. Real World Background
In New York City, while the Chief of Police is the senior-most sworn officer in the department, they are not the head of the entire NYPD. They answer to the Police Commissioner, who is a civilian appointed by the Mayor of New York. During the time period that serves as the present day for the series, the real world Chiefs of Police for the NYPD were John Timoney (1994-1995) and Louis Anemone (1995-1999). [1]
