The Fire Chief is, as of yet, an unnamed official for the New York Fire Department.
History
The Fire Chief described the explosion and fire at 601 Amsterdam Avenue as a "perfect catastrophe", resulting from a gas pipe leak and faulty wiring in apartment 4C that, combined with the unit's confined space and the neglected piles of trash, led to Mr. Fletcher's injuries and death. Ultimately, the incident was ruled an accident. ("Stone Cold Case")

Real World Background
In New York City, while the Fire Chief of Department is the senior-most uniformed officer in the department, they are not the head of the entire NYFD. They answer to the Fire Commissioner, who is a civilian appointed by the Mayor of New York. During the time period that serves as the present day for the series, there was actually a vacancy in the position from the summer of 1994 until November that year, because then-Fire Commissioner Howard Safir refused to fill the position from the required list of candidates that scored highest on the civil service test. [1] Following the appointment of Donald Ruland in November 1994, Fire Chiefs through the remainder of the series and and the comics' contemporary events included Frank Cruthers (February 1996 to January 1997) and Joseph Casaburi (January 1997 to August 1998).
