Real World Background
First established in 1908 as the Bureau of Investigation (during Theodore Roosevelt's last year in office) as an independent agency with the Department of Justice, its agents were not authorized to carry firearms or make arrests until 1934. [1][2] From 1924 to 1972, it was directed by J. Edgar Hoover, in which he served under eight U.S. Presidents. Following John F. Kennedy's assassination in 1963, Lyndon B. Johnson gave jurisdiction of the investigation to the FBI, setting the precedent (and in 1965, law) that the FBI would have jurisdiction regarding the investigation in the deaths of federal officials. [3][4]
Initially reporting only to the U.S. Attorney General, the Director of the FBI since 2004 also reports to the Director of National Intelligence.
