History
When Goliath accompanied Elisa on her nightshift in February 1995 to see first hand what she meant by the police motto of "Protect and Serve", she equipped him with a microphone and earpiece to communicate with the gargoyle from a distance. ("Reawakening") [1]
Lexington later communicated with Elisa with a headset during their confrontations with Coldstone and Thailog. ("Legion", "Double Jeopardy")
In 1996, when Elisa returned to the Clock Tower after it was destroyed to pick up the Mayan Sun Amulet, she also picked up the clan's radio equipment and a few other mementos from the debris. ("Quo Vadis Cum Hoc?") [2]
